NOTICE OF INTENTION TO ADOPT BYLAW NO. 459/2024

Public notice is hereby given that the Council of the Town of Balgonie intends to adopt a Bylaw, under The Planning and Development Act, 2007, to amend Bylaw No. 374/2014, known as the Zoning Bylaw.

INTENT:

The proposed Bylaw will:

  • Exempt certain uses, such as fences and accessory buildings 9.3 square metres (100 square feet) or less in area, from development permit requirements.
  • Reduce the minimum front yard setback in the R2-Residential Multiple Dwelling District from 6.0 metres (19.69 feet) to 5.0 metres (16.40 feet).

REASON FOR THE AMENDMENT:

The reason for the amendment is to clarify permit application requirements for accessory uses and accommodate a proposed residential development in the R2-Residential Multiple Dwelling District.

PUBLIC INSPECTION:

Any person may inspect the Bylaw at the Town of Balgonie Municipal Office Monday to Friday between 9:00 a.m. to noon and 1:00 p.m. to 5:00 p.m. excluding statutory holidays. Copies are available at cost at the Municipal Office.

PUBLIC HEARING:

Council will hold a public hearing to receive submissions on the proposed Bylaw on February 12, 2024 at 7:00 p.m. at the Town of Balgonie Council Chambers. Council will also consider written submissions received at the hearing or delivered to the undersigned at the municipal office before the hearing. Customer Portal

Dear Residents:

The Town of Balgonie is excited to implement a NEW Customer Portal Platform that will provide all Residents with the ability to view balances owing on Utilities, Taxes and/or Accounts Receivable. Residents will also have the ability to view notices, invoices, and receipts sent by the Town Office.

We attached letters to the Utility Notices for the January to March 2024 billing. In the letter, you will find YOUR Customer Number, and if you are already signed up to receive E-notices, we listed the Email address we have on file. If you are NOT currently signed up to receive E-notices, you will be required to supply us with an Email address to register. Please contact the office to update this information if necessary.

Once you have your Customer Number and Email address registered with the Town Office, please use the web address below to register for your Town of Balgonie – Customer Portal Account.

We are excited about this new platform because it will give residents access to their own accounts at any time, to check account balances, view current bills and other information.

PUBLIC NOTICE

TOWN OF BALGONIE

Public Notice, in accordance with Bylaw No. 323/2004 and Section 128 of the Municipalities Act, is hereby given that Council of the Town of Balgonie will be considering the following mentioned matter at the Council meeting to be held on Monday, February 12th, 2024. The subject will be discussed at approximately 7:00 p.m. on the regular meeting agenda.

Council Remuneration and Expense Reimbursement Policy

The purpose of the agenda item is to:

  • Review current remuneration amounts.
  • Compare the Town of Balgonie’s Council remuneration practices with other communities.
  • Specify terms and processes for reimbursements for eligible expenses.
  • Develop a policy that will be followed by administration in processing payments.

Water Rate Announcement

The Town of Balgonie has reviewed the water and sewer rates to its consumers and it was determined that the rates are not sufficient to support increased operational costs. As the utility rate structure does not pay for all of the utility costs to the Town of Balgonie, Bylaw 456/2023 has been passed which will increase the rates from 2024 to 2026. The rates have been reviewed and approved by the Saskatchewan Municipal Board (SMB). As an oversight to Utility Rates, the SMB’s approval is based on the following criteria:

  • That rates are equitable to all users;
  • The Revenue Generated by the Utility is sufficient to offset all expenses including maintenance and debt retirement resulting from borrowing for capital utility projects.

The goal is to have a user pay system where the consumers of the utilities pay for all associated costs. Currently, the utility is subsidized by the general tax levy.

Council has attempted to keep increases at a minimum for water and sewer while ensuring equity to all consumers.

The impact of the changes to utility costs will be as follows:

  • Minimum metered water rate will increase by $1.00 per month in 2025 and 2026
  • Minimum flat-water rate will increase by $1.10 per month in 2025 and 2026
  • Minimum residential sewer rates will increase by $0.70 in 2025 and 2026
  • Minimum commercial and community service sewer rates and will increase monthly by $3.24 in 2024 and $0.85 in 2025 and 2026
  • Infrastructure fees will increase by $1.00 per month in 2025 and 2026
  • Overage rates for water consumption will increase from 2024 to 2026 as per the below table:

The most significant increase will be for consumers that exceed 27,000 gallons per quarter. Utility customers are encouraged to use water conservation and water loss strategies to minimize the impact on their utility expenses.

Public notice is hereby given that the Council of the Town of Balgonie intends to adopt a Bylaw, under The Planning and Development Act, 2007, to amend Bylaw No. 374/2014, known as the Zoning Bylaw.

The proposed Bylaw will rezone Lot 7, Blk/Par 37-Plan 86R66072 Ext 0 from High-Profile Commercial (HPC) District to a High-Profile Commercial Contract Zone (HPC-CZ).  The Bylaw will also list the permitted land uses and establish the site development regulations specific to the contract zone. The subject property is shown in a blue outline on the map below.

REASON:
The reason for the Bylaw amendment is to accommodate a development proposal for in-fill development on the subject property.

PUBLIC INSPECTION:

Public Notice Town of Balgonie

Pursuant to Section 13 of The Municipalities Act, Council of the Town of Balgonie will be considering the permanent closure of the East/West and North/South Lanes on Blk/Par 1, Plan 16960 Ext O; and to, consolidate Lots 13-16 and the adjacent lane on the western boundary with Lots 22-24 and the adjacent alley on the eastern boundary and northern boundary; and to, consolidate Lots 18-21 as a separate parcel with the adjacent alley on the eastern boundary of Lot 18 included (all outlined in red); and to, separate the remaining lane north of Lot 11 as a utility parcel (outlined in green).

The affected areas are shown in the following diagram.

Intended Use: The formal closure of the lanes is to provide for additional area for the proposed Pool Rejuvenation Project.

The proposed closure will be considered at 7:15 p.m. at the March 27, 2023 Council meeting held in Council Chambers in the Balgonie Administration Building at 129 Railway Street East in Balgonie. Members of the public are invited to submit written submissions for Council’s consideration and any requests to speak to Council on the matter are kindly asked to submit the submissions and requests to the Town of Balgonie by 4:30 p.m. on Thursday, March 23, 2023.
